How do I get the Vanguard pre-order gear?

2:33 am, September 12, 2014 I pre-ordered Destiny. XBOX shows the Vanguard armory is downloaded and installed. However when I visit the quartermaster all the gear is showing level 20 requirement and not free. Ideas? View
